[THREDDS #QYQ-125501]: ConstantOffsets 404 error

Dave,

Good to know.  I'm in a conference this week and next week is our user 
workshop, but I'll see about setting up a bug ticket.  It will probably 
not be a high priority issue, but it should at least be documented.
