[THREDDS #TLP-435536]: ncWMS works, but TDS4.1 WMS doesn't work on this request

Hi Rich, all,

The TDS 4.1.3 release I just announced has a number of fixes to the WMS. This 
report didn't make it into that release so I'm not certain if it fixes the 
problem. However, I don't see this problem on our server when I try the same 
request on our "best time series" NAM CONUS_80km dataset.

So, could you guys try this on TDS 4.1.3 and let me know if you still see the 
problem?
