[THREDDS #ZUR-765141]: another one that works as NcML, but not as THREDDS Catalog via OpenDAP

I finally found the  problem. This bug was a royal PITA to find since it didn't 
fail on my local machine at first. So I was using the motherlode test TDS and 
that was clumsy to say the least. The ncml didn't fail in the ToolsUI because 
the ncml dimensions are only read once, but when the ncml was read through the 
TDS, it was read twice. The first time through it changed dimension time to 
ocean_time and the second time through the code was still looking for time but 
it wasn't there so it took the wrong path through the code which caused the 
failure. But after 3 days, it's fixed. You can see the results on motherlode at:
motherlode.ucar.edu:8081/thredds   go to the NCEP models tag, then to the 
bottom of the page to Ocean Models. The fix should be in the next TDS snap shot 
release.
