announce: discontinue support for catalog version in 3.15+

This archive contains answers to questions sent to Unidata support through mid-2025. Note that the archive is no longer being updated. For TDS development version 3.15 and beyond:
1. We are planning to discontinue support for catalog versions prior to 1.0 2. We will also require Java 1.5.0 or greater. 

The current stable version is 3.14 and will not be affected.
