announce: release candidate 3.14 and tutorial documentation are available

A release candidate for TDS 3.14 is now available at

http://www.unidata.ucar.edu/projects/THREDDS/tech/index.html#TDS

Any testing before we make the actual stable release would be welcome.


Also, tutorial documentation from the recent workshop is at:

TDS configuration parameters are now consolidated, see 
http://www.unidata.ucar.edu/projects/THREDDS/tech/tutorial/TDSConfiguration.html
