[THREDDS #OJT-806389]: NcML for variable mods

Hi Bruce:

Its a bug in the TDS. I just fixeed it in the development version 3.13, which i 
just released at:

  ftp://ftp.unidata.ucar.edu/pub/thredds/3.13/thredds.war

It will get into the stable release in a few weeks.
