Re: CF conventions for ETA 211 grid

there's a eta 211 ncml file at:

/upc/share/testdata/grid/grib/grib1/data/eta.Y.Q.ncml  it's CF
conventions.  i probably overstated the format change the other day.

there's also a netcdf file, but it didn't complete correctly. it's called
eta.Y.Q.nc.  i try to get a fix for it.
