Yet, I am not seeing any from mugps.
Given that notifyme does not return an error we can assume the allows are
in place. I am also concerned as to why none of your binex files are
showing up on mugps or suomildm1.cosmic.ucar.edu
What is the sampling frequency of data from mugps, or how often should we
expect the binex files?

Do you have a record of the last time you got data from
mugps.millersville.edu ?
Dave, is mugps physically within your control?
I know ther are scripts in place to restart, but perhaps something went
down ungracefully...? I am really at a loss still, but we'll get it...
