[netCDF #JCO-211657]: Issue about netcdf-c-4.9.2 and netcdf-fortran-4.6.1 installation on mack

Hello,

You will want to set 'HDF5_PLUGIN_PATH' depending on your system and shell; it
is hard to provide universal instructions, as it can vary wildly depending on
the environment you are working in. Can you provide the `config.log` file
generated when you run configure?

Also, I am sorry to hear that there are broken links; can you point me towards
those so that I can see that they are fixed? Thanks!

-Ward
