[netCDF #DSC-249837]: missing library

Good morning,

The netcdf-fortran interface library requires the netCDF-C library in order to 
operate.  It is the netCDF-C library which provides the netcdf.h file.  I would 
recommend installing the latest netCDF-C library, available from 
https://github.com/Unidata/netcdf-c/releases.
