[netCDF #AOQ-819240]: Fortran compiler mismatch

My initial speculation is that the ROMS build is referencing
some other location than the netcdf-fortran that you built.
I do not know anything about ROMS, but how do you tell it where
to find the place where netcdf-fortran was installed (presumably
a different location than where it was built).
