[netCDF #JGB-755171]: Netcdf fails to create include and netcdf.inc

Hello,

I'm afraid that netCDF 3.6.3 is unsupported due to its age, and does not 
properly compile/run on many modern systems; I will try to provide as much help 
as I can.  Can you capture the output from 'make install' and send it to us, 
please?
