[netCDF #JSB-714750]: Use netcdf in IDE

I use Eclipse -- though not for netCDF development.

I assume that you only need access to the netCDF libraries and don't need to
access the netCDF source-code in Eclipse.

What, specifically, is the problem you're encountering?
