[netCDF #XKJ-645277]: Type punning in swap4b()

ok, I just wanted to see if that fixed the alias problem.
I will have to make sure all checks pass before I add it to
the code base. I am surprised this alias complaint is not
occurring in other part of the code since this kind of conversion
happens in a number of places. If you see any others, let us know.
