[netCDF #HVD-521050]: NetCDF 4.4.1.1 installation on CentOS 6

This issue surfaces periodically
because we inadvertently stick test cases into
ncgen when they should be in ncdump.
Since ncdump tests definitely depend on ncgen,
we really need the order ncgen then ncdump.
Probably need to remove all tests from ncgen
and move them to ncdump. Or, make a new "test_utilities"
directory and move all the utility tests into that directory.
