[netCDF #WIY-273568]: trouble building in dap support for netcdf library

Nothing obvious pops out, so check the following.
1. See is you are behind a firewall that requires a proxy to get out
    (unlikely, but we have seen it)
2. try this url in your web browser and see if it works.
      http://test.opendap.org:8080/opendap/data/nc/coads_climatology.nc.dds
3. add --disable-dap-remote-tests to your ./configure command, rebuild
    and see if make check works.
Also, what versions of netcdf and curl are you using?
