[netCDF #TSE-683024]: Treatment of non-breaking space

Sorry to be so late to this.
A netcdf-c text (==char) valued attribute can have embedded
nul (== 0 == &#0) characters.

So, the question is: to what should this be converted inside xml?
There is no obvious substitute.
