The reason that netcdf-c reads this is because it is using sscanf
to convert the value. But, the code did not properly check that all
the value characters were being consumed. The solution is to fix the netcdf-c 
code
and not to allow illegal values. Yet to be verified is that the thredds opendap
code is not the source of this error.
