[netCDF #XJC-315392]: Compiling with netcdf-4.3.x - can't find nc.h

The file nc.h is not intended to be public,
which is why it is not installed along side
netcdf.h.

So, the question is: what information does
nccmp need from nc.h; there may be an alternate
way to get it. You will need to ask the nccmp
developers about this.
