[netCDF #EXY-936604]: patch netCDF for CDF-5 format

In thinking further on this, I think the thing
that bothers me is this statement:
"...Lots of codes are added for doing data type conversion to
support new external data types i.e. NC_UBYTE, NC_USHORT, NC_UINT, NC_INT64, 
and NC_UINT64."

It sounds to me like this requires an API that supports more than
the existing netcdf-3 interface but less than the full netcdf-4 interface.
That seems like a big change for us.
