[netCDF #URK-625344]: Connecting through a proxy with the C libraries

There is no support for proxies currently in the netCDF C libraries, as
far as I know.  However, it's possible there is some OPeNDAP-related code
where support for proxy connections through the curl library might be
relatively easy to turn on.

I'm Cc:ing Dennis Heimbigner, the local expert on OPeNDAP and remote access
in general, in case he can provide more information on this.
