[netCDF #AMK-226245]: 'make check' error installing netCDF

In a previous response, I wrote:

But actually, the C version 4.3.1 is now available, and I recommend using it
instead of the older version 4.3.0, if you care about any of the fixes and
improvements described in the netCDF-C Release Notes:
