[netCDF #XXI-796914]: Netcdf C library DAP error with version 4.3.*

This problem came up years ago and I added
some hacks for Columbia. I am pretty sure
I notified columbia about the problems.
My speculation is that they do not have the resources to
fix the server.

In any case, I apparently made the mistake of removing
those hacks because I thought that the Columbia server
had been fixed. I will go dig them up from the previous version
and re-install them (if I can).
