[netCDF #RPK-814664]: netcdf4.1.3 compilation

Sumit,

I should add that on a Linux system I tested the combination netCDF-4.1.3 
with HDF5-1.8.11 and zlib-1.2.8 using the same configure flags you are using, 
and "make check" worked successfully.  So we cannot duplicate the problem you 
are seeing on AIX.
