The version  numbers for fortran and c++
are now considered independent of the C library
version number. The assumption is that the fortran
and c++ libraries can work with any netcdf
c library.  It is possible that in the future,
because of interface changes 
there will be published constraints indicating that
certain versions of fortran or c++ will only work
with some specified range of netcdf c library versions.
That should not be the case at the moment.

If you encounter a situation where the fortran or c++
library does not work with some netcdf c library version
please let us know so we can fix it.
