The generic netCDF tools ncdump, nccopy, and ncgen don't pay much attention to
any conventions, so don't require CF-compliance. The exception is that ncdump
understands CF conventions for climate calendars, and provides the "-t" and "-T"
options for outputting time in a human-readable form, including times in bounds
variables and other time-based attributes.
There are other visualization and analysis tools that support parts of the CF
conventions, especially software based on netCDF-Java, which has far more
support
for CF compliance than the C-based libraries. For example, NASA's Panoply
application, like Unidata's IDV, interprets CF-based coordinate systems
properly,
so CF-compliant data can be plotted over maps and globes. Ferret and GrADS both
support CF conventions as well, although I'm not sure either has complete
support.
It's hard to keep up with the implementation state of third-party packages in
terms of compliance with recent CF conventions additions. You might check out
entries that mention CF in this list of software for netCDF data:
