[netCDF #VPO-520905]: 'Software for Manipulating or Displaying NetCDF Data' translation

You have my permission (and encouragement!) to translate the web page.  Feel 
free to also translate any of the NetCDF Users Guides that you think would be 
helpful.  There is already a full Japanese translation of the C and Fortran 
netCDF-3 Users Guides:
