[netCDF #UDB-426902]: Segmentation fault using ncgen

Doug- The reason those values are there is
probably because the time dimension has size
23 but your original cdl only provided 20 values.
So, the extra 3 are fill values.  Not sure
why ncdump did not report them as fills, probably
because the base type (observation) is a compound.
