[netCDFJava #WSL-224541]: grads/lats4d grib : GDS scan mode 2 not supported

The error you are receiving is misleading, the real problem is there is no 
parameter table designated for the data. The parameter tables are loaded on 
criteria of center, subCenter and table version number. According to the data, 
it has center = 100, subCenter = 2, and table version number= 128. The 
tablelookup.lst configuration file doesn't have an entry for that criteria. 
Your message implies that the NCEP table 128 should be used for the above 
configuration, if that's correct then I can enter the information into 
tablelookup.lst. If not then the proper table needs to be located. Also, you 
mention another grib file that had a similar problem, maybe you could sent the 
information for the table for that file too. Hopefully the configuration 
criteria does not conflict with other configurations, current the one above 
does not.
