[netCDF #ZVW-166214]: convert grib file to netcdf

Here are links to information about some other programs that can convert
GRIB data to netCDF, if you have decided not to use ncl_convert2nc:

A Java tool for converion, Grib2Netcdf, is described here:

  http://www.unidata.ucar.edu/software/decoders/

The netCDF C library is not capable of reading GRIB data or converting it
to netCDF, so for this purpose you will need to use different software.
