[netCDF #ODF-774270]: parallel file open segmentation fault

Yes, that is supposed to happen in the 4.1 release.  Our plan is to
make ncgen an inverse of ncdump again.

Thanks for the 3-line fix to dumplib.c.  I still have to convince
myself that it's correct for the general case before applying it.
