[netCDF #XJZ-985507]: make check failure for version 3.6.2

Sorry it's taken so long to respond to your question.

Here was s similar question and response to it in 2007:

The suggestion was to set these environment variables before running the
configure script (after a make distclean):

CPPFLAGS="-fPIC -DpgiFortran"
FFLAGS='-i-static'
LC_ALL=C

We never heard back whether this solved the problem, but if you try it, it
would be helpful for you to let us know whether it worked.

Another alternative is to try the latest netCDF-3 beta release, which
has some portability improvements over the 3.6.2 version you are trying:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-beta.tar.gz
