[netCDF #MWT-709934]: Manipulating GRIB data

Hi James,

We don't have any software that reads GRIB files and manipulates their data
to create new GRIB files, but we do have software that decodes GRIB files or
reads them through a netCDF interface, in our netCDF Java package.

However, you may find one of the following packages more suitable for what you
want to do:
