[netCDF #TIA-260609]: netCDF error on cygwin

Hi,

The error message indicates that the cygwin program "cmp" cannot
be found.  Please check that you path is set properly to include
the directory where cygwin programs such as "cmp" are installed.

You may have not installed the "diffutils" packages from cygwin yet.

You most likely need to download and install this:

 http://cygwin.com/cgi-bin2/package-grep.cgi?grep=bin%2Fcmp.exe

Let us know if this still doesn't work after installing the "cmp" program.
