[netCDF #AGB-212437]: netcdf for MS-Windows

Hi,

We had not succeeded in building and testing on Windows with version 3.6.2 on
Windows except with a Cygwin environment.  We do test on Windows with our daily
snapshots of development versions since then, but these cannot be considered
released code, they are only test versions until we have another release:

where currently the most recent version is
