[netCDF #VEC-179053]: What should we do to distribute our system developed by using NetCDF Liblary ?

You can distribute the netCDF library freely with your software.  The only 
restrictions are in the copyright, which you can read here:

 http://www.unidata.ucar.edu/software/netcdf/copyright.html

This license was based on the MIT X-Windows license and is less restrictive 
than the GPL.
