Try this:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/old/netcdf-3.3.tar.Z (from May 1997)

or

  ftp://ftp.unidata.ucar.edu/pub/netcdf/old/netcdf-3.3.1.tar.Z (from Nov 1999)
