We have a binary version for all Win32 (Windows 32-bit) systems, available
from 

  ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.5.0.win32bin.ZIP

It should be possible to build the netCDF library and executables from
source also, assuming you have the right compilers, from:

following the instructions in
