I've remade the win32 binaries from the latest (netcdf-3.5-beta5) :
 
ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.5-beta5.win32bin.ZIP

If you need to recompile, use the new makefiles in:
 
ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.5-beta5.win32make.ZIP

Please let me know if you see any problems with those files.
