There is no Unidata implementation for netCDF Perl or UDUNITS for Win32
platforms.

It may be possible that someone in the netCDF community has done the ports
that you need.

I suggest that you subscribe to one or more of the netCDF email group(s)
and post your inquiry there (you can't post an inquiry to Unidata-managed
lists without belonging to them first; this helps to keep spamming down
to a minimum).
