I found a previous reply to a similar question http://www.unidata.ucar.edu/glimpse/netcdf/1157 This is mostly still accurate, though GRIB edition 2 may have fewer limitations than the GRIB edition 1 format that the reply refers to, for example it may now be possible to represent non-horizontal 2D fields in GRIB edition 2. If you will only be converting data from netCDF to GRIB that was previously converted from GRIB to netCDF, or if there is some other reason you know the netCDF data will be representable in the more limited GRIB data model, you might use GrADS, which supports reading and writing data in various formats.
