Yes, and there is already some XML support available. For example, at ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/xml.tar.gz there are sources for a new netCDF utility developed by Bear Giles, ncxdump, that dumps the metadata or data for an arbitrary netCDF file in the form of XML instead of CDL. There's also a draft netCDF DTD available with this download. Under development is a companion ncxgen program that will go the other direction as well, which would permit using XML tools to manipulate netCDF data.
