If you're on a Linux system using GNU C, then I suspect that you need to
define the "f2cFortran" C macro before attempting to build the package.
Try the following:
1. Go to the top-level source directory.
2. Perform steps 3 through 5 at the end of the INSTALL file.
3. At step 5 of the INSTALL file, ensure that the environment
variable CPPFLAGS contains the string "-Df2cFortran".
4. Perform steps 6 through 9 at the end of the INSTALL file.
