Mike:

I've got a fortran/msoft32 bundle you can try.

ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/msoft32.tar.gz

This includes a 'netcdf.inc' file that your fortran programs would
include, a jackets.c and msoft32.int interface file which should
be used to form the interface from fortran to C, and a test program
ftest.for.
