NetCDF 3.3a is a pre-release version of our netCDF software, so it is not yet complete. It's missing the C++ interface, the new User's Guides, and the new Fortran interface. We'll be working on engineering a real netCDF-3 release this month, but I can't tell you exactly when it will be ready. The latest released version of netCDF to include the C++ interface is version 2.4.3. It is supposed to build on WinNT from source, and we don't have any pre-built binaries for that version for WinNT platforms.
