Yes, a C compiler is needed for that version of netCDF, because the
library code does not have prototypes for all internal functions.

The next version of netCDF, version 3, may work with only a C++
compiler, but we haven't tested that yet.  The current pre-release of
version 3 is available for testing, but is still missing some
components, such as documentation for the new release features and the
C++ interface.
