Oops, I think you can ignore the util/ directory and getopt.c, as I
think there is a version of the getopt function available in the C
library that the compiler accesses by default.  If so, we should correct
the instructions in the INSTALL file.

Sorry, I don't know.  To quote from an earlier support reply from Steve
Emerson:

    Unfortunately, we don't have any experience building the version 2
    netCDF package on a Windows NT system.  The stuff that you've seen
    was contributed by others.

    We have, however, built the version 3 netCDF package [a pre-release
    containing only the C interface] on a Windows NT system.  If you
    only need the C interface, then I recommend that you try this new
    version (it uses the same file format as version 2).

You can obtain the source and .mak files necessary to make a Win32 DLL
for the alpha (prerelease) version of the C-language-only part of
netCDF-3, called netcdf-3.1a from

   ftp://ftp.unidata.ucar.edu/pub/netcdf/nc31a.Win32DLL.zip

or a binary pre-release of the version 3 netCDF library (no DLLs) from

   ftp://ftp.unidata.ucar.edu/pub/netcdf/nc31a.zip
