Use the "ncdump" program that is installed as part of the netCDF software. ncdump reads a netCDF file and outputs an ASCII version of it. The ncgen program can do the opposite, converting the ASCII version back into a binary netCDF file. Documentation for ncdump and ncgen is included in the netCDF User's Guide, in the chapter entitled "NetCDF Utilities".
