Sorry for the trouble, but if you got the netcdf-2.4-beta3.tar.Z that I told
you had the missing Windows NT files in it, I goofed and somehow the
necessary files *still* weren't there.

The corrected release is available from

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-2.4-beta.tar.Z

which is a symbolic link to the beta4 version.

This time I untarred the file and checked that the missing files were really
there.  Thanks again for reporting the problem.
