I'm afraid I must apologize; I fear I was not ncdumping and
ncdiminqing the same file.  (I'm so ashamed.)  Your example works as
it should.  When I ncdump and ncdiminq the same file, everything works
as it should.  I should have written a more detailed bug report; I
probably would have caught my error while writing.  Thanks again for
the speedy reply.
